A new law named after the tragic death of nine-year-old Olivia Pratt-Korbel has been enacted, requiring criminals to appear in court. Olivia was fatally shot by Thomas Cashman on her doorstep in Dovecot, Merseyside, in August 2022. Cashman, a drug dealer, was pursuing a rival and forcibly entered Olivia’s home after her mother, Cheryl Korbel, opened the door.

Cashman received a life sentence with a minimum of 42 years in April 2023 but refused to attend his sentencing, prompting Olivia’s family to advocate for a legal change. The law stipulates that offenders who fail to attend sentencing or disrupt court proceedings could face extended prison time and other penalties, including restrictions on family visits.

The Olivia’s Butterfly Foundation confirmed the passage of the law under the Victims and Courts Bill, which is awaiting Royal Assent. In a statement endorsed by Cheryl and her family, the foundation expressed gratitude for the support received during their campaign for justice in Olivia’s memory.

Cheryl, who met with MP Keir Starmer while advocating for the law amendment, expressed her astonishment at navigating unfamiliar territory, including a visit to the House of Commons. Starmer commended her determination, noting that her efforts would resonate globally.

Former PM Rishi Sunak initially introduced the bill. Following Cashman’s refusal to appear in court, Sunak reassured Cheryl that legislative changes would ensure offenders could not evade facing the consequences of their actions.
