An official update on potential regulations for UK pet owners has been released, clarifying that there are currently no concrete plans in motion. Nevertheless, the matter is scheduled for discussion in Parliament, which is expected to take place in a few weeks.
This development coincides with a petition on the parliament.uk website advocating for the establishment of an animal abuse register and the implementation of lifetime ownership bans. Initiated by Bea Elton, the petition has amassed 228,795 signatures to date. Despite the government’s stance of having “no plans,” Parliament is preparing to deliberate on the issue on June 29.
Entitled “Make a public animal abuser register & automatically ban ownership,” the petition proposes the creation of a comprehensive register for individuals convicted of animal neglect or abuse. The aim is to enforce an automatic lifetime ban on animal ownership to deter repeat offenses and safeguard animal welfare.
Following the petition’s success in gathering over 10,000 signatures, the government responded on May 19 through the Department for Environment, Food and Rural Affairs (DEFRA), reiterating the absence of intentions to introduce a publicly accessible animal cruelty register. The response emphasized the existing mechanisms in place to address such violations.
The government clarified that it does not view it as suitable to implement an automatic lifetime ban for animal abusers. It highlighted the availability of disqualification orders under the Animal Welfare Act 2006, which can include lifetime bans, and the monitoring processes to ensure compliance with such orders.
Recognizing disparities in penalties for cruelty towards wildlife compared to pets and livestock, the government committed to reviewing and enhancing penalties for wildlife cruelty in line with the Animal Welfare Strategy of December 2025.
The petition, having surpassed 100,000 signatures on April 3, triggered consideration for a parliamentary debate by the Petitions Committee. An update on June 9 confirmed that the debate is scheduled for June 29 in Parliament and will be broadcast live on the UK Parliament’s YouTube channel.
Under the Animal Welfare Act, owners and keepers are mandated to provide care for their animals and fulfill their needs. The Act prohibits animal cruelty and outlines consequences for non-compliance. More information on the Act can be accessed online.
