Royal Mail faces the possibility of incurring another substantial penalty for failing to meet letter delivery benchmarks once again. The postal company acknowledged that 75.7% of first class mail reached recipients on the next working day, with 96.4% arriving within three days. For second class mail, delivery rates stood at 90.2% within three working days and 98.2% within five days, missing both the existing and revised targets.
This situation results in a significant number of undelivered items, exacerbated by an increase in stamp prices. First class stamp prices climbed by 10p to £1.80 in April, marking a substantial rise from 64p in 2016, indicating a 181% surge over a decade. Second class stamp costs also went up by 4p to 91p.
Following a £21 million penalty in the previous financial year for delivery target failures, Royal Mail could face further sanctions from the regulator Ofcom. Despite attributing the challenges to a difficult start of the year, Royal Mail reported improvements by March, achieving 81.1% next-day delivery for first class mail and 90.2% within three days for second class mail.
Citizens Advice’s Director of Policy, Tom MacInnes, criticized Royal Mail for consistently missing delivery targets over the past six years. He emphasized the need for prompt improvements in service quality to meet the newly set lower delivery benchmarks. The accountability for delivery failures should be a priority, rather than mere compliance with regulatory requirements.
During a parliamentary appearance in March, Royal Mail’s owner, Daniel Kretinsky, expressed regret for late deliveries but disputed claims of deteriorating performance. The company’s chief operating officer, Jamie Stephenson, highlighted ongoing investments to enhance reliability and meet new delivery objectives. Plans are in place to implement a new delivery model across all offices by the Christmas peak period, with early performance indicators showing progress in the right direction.
