Prime Minister Mark Carney expressed the sensitivity and intensity of ongoing negotiations with the U.S. to prevent the imposition of new tariffs set to take effect shortly. Carney intends to engage with his American counterpart within the next 48 hours to reach a mutually acceptable agreement. During a press briefing in St. John’s, Carney refrained from disclosing details of the discussions publicly, emphasizing the need for discretion in the negotiation process.

When asked about potential retaliation if an agreement is not reached, Carney asserted readiness for all scenarios. Canada’s Trade Minister Dominic LeBlanc and chief trade negotiator Janice Charette have engaged in discussions with U.S. Trade Representative Jamieson Greer to avoid the proposed tariffs and seek reductions in existing tariffs on various industrial products. A reliable source indicated that a crucial meeting involving LeBlanc, Charette, Greer, and U.S. Commerce Secretary Howard Lutnick is set to take place, followed by anticipated talks between Carney and Trump to determine the next steps.

The negotiations center on the scope of concessions between the two countries. The U.S. is advocating for the reinstatement of American liquor in Canadian stores, removal of Canadian tariffs on U.S. autos, and modifications to Canada’s dairy sector regulations. In return, Canada is seeking the elimination of threatened tariffs under Section 338 and significant relief for sectors impacted by existing U.S. tariffs.

Despite signals from Greer indicating reluctance to abolish the tariff regime entirely, there have been indications of progress in negotiations. Erin O’Toole, a member of the PM’s Canada-U.S. advisory committee, acknowledged advancements made with the U.S. However, the outcome depends on Trump’s acceptance of revised tariff rates and their implications for Canadian industries. O’Toole stressed the necessity of a fair deal beneficial to Canadian workers and the economy.

Should the planned 50% tariffs come into effect, Canada is preparing to reciprocate. O’Toole warned against the detrimental effects of tariff escalations on both economies and workers, emphasizing the importance of avoiding such conflicts.
