“Newfoundland Premier Explains Decision to Skip Referendum on Churchill Falls Deal”

Newfoundland and Labrador Premier Tony Wakeham recently explained that he decided not to proceed with a public referendum on a new Churchill Falls deal due to changing political circumstances. Despite his previous promise during the provincial election campaign, Wakeham, alongside Prime Minister Mark Carney and Quebec Premier Christine Fréchette, announced a new deal without a referendum, acknowledging that this might disappoint the public.

In a phone interview with CBC Radio’s The St. John’s Morning Show, Wakeham cited the significant involvement of the federal government as a pivotal factor that was not part of previous discussions. He noted that the landscape has shifted in the past year, particularly due to the ongoing U.S. trade tensions.

The House of Assembly is set to convene on September 14 for a special debate on the new deal, which supersedes the 2024 memorandum of understanding (MOU) reached by the previous Liberal government. Wakeham mentioned that the revised agreement offers improved terms, including the option for Newfoundland and Labrador to sell power to Quebec or utilize excess power to support local industries.

Furthermore, the agreement entails benefits such as loan guarantees for the Gull Island hydroelectric project, investment tax credits, and Ottawa’s assistance in constructing the Labrador Transmission Line. Wakeham emphasized that these initiatives represent a substantial federal investment of over $3.5 billion, positioning the government as a strategic partner.

Looking ahead, Wakeham expressed optimism about finalizing the agreement by the end of the year, despite the upcoming Quebec elections. Energy N.L. CEO Charlene Johnson echoed this sentiment, highlighting the pride felt by residents in the region for having valuable natural resources and the potential for significant economic opportunities through energy projects.

Johnson underscored the importance of Newfoundland and Labrador’s capacity to deliver clean energy, emphasizing the global demand for energy amidst a volatile geopolitical climate. The partnership with Ottawa and the scale of the investment were lauded as crucial steps in meeting energy needs and fostering economic growth in the region.
