Israel has been conducting airstrikes on Hezbollah targets in southern Lebanon despite a ceasefire agreement between the US and Iran. The attacks have resulted in casualties, going against the understanding that included Lebanon in the agreement. US President Donald Trump’s controversial memorandum of understanding (MOU) acknowledged Lebanon’s involvement, which has limited Israel’s ability to strike Hezbollah, Iran’s proxy in the region. This move has caused frustration among Israelis who see it as a hindrance to defending themselves against Hezbollah.
Following the disclosure of the MOU details, Israeli representatives were reportedly in Washington urgently advocating to maintain troops in Lebanon. This development has strained relations between Israel and the US, with Israelis viewing it as a concession. Israel has historically preempted Hezbollah threats by targeting the group in Lebanon, weakening its capabilities. However, complying with the agreement could allow Hezbollah to strengthen its position.
The presence of Israeli troops in southern Lebanon has been deemed crucial by Israel to safeguard its northern communities. Hezbollah’s leader, Naim Qassem, praised the MOU as a victory, as it places Israeli Prime Minister Benjamin Netanyahu in a challenging position against Washington. Qassem hailed the agreement as a means to thwart Israeli aggression and expel Israel from Lebanon, aligning with Iran’s objectives.
The MOU, electronically signed by Trump, initiates a 60-day consultation period for peace talks. While there is optimism for the reopening of the Strait of Hormuz within 30 days, Iran may impose shipping tariffs. The MOU, considered more severe than previous agreements, defers addressing Iran’s nuclear ambitions and overlooks the regulation of Iran’s missile arsenal, posing a significant threat to Israel.
The accord, comprising 14 points, commences with a ceasefire, including in Lebanon, and the US committing to refrain from interference in Iran. Key provisions include the lifting of the US naval blockade, oil sanctions, and financial commitments to Iran. Negotiations on Iran’s nuclear program will take place over 60 days, with gradual sanctions relief contingent on specific actions by Iran.
Notably, the MOU excludes issues related to Iran’s missile program and support for proxy groups like Hezbollah. The terms also entail a substantial financial commitment from the US to Iran, with conditions attached to the gradual normalization of relations between the two nations.
