Prior to his untimely death in July 2023, young Preston had been under the care of multiple professionals, including medical personnel, social workers, and welfare officers. He had also been hospitalized at Blackpool Victoria Hospital on three separate occasions.
Initially, an inquest was opened following Preston’s murder, but it was put on hold during the police investigation that led to the conviction of his adoptive parents. The coroner is reviewing whether all relevant aspects were addressed during the criminal trial before making a final decision on the inquest.
The Oldham Safeguarding Children’s Partnership has resumed its evaluation of Preston’s case post the criminal trial. The completion of this review is anticipated in January 2027, delaying the potential inquest until then.
During the recent hearing, discussions revolved around the legal representation of individuals and organizations if the inquest proceeds. Preston’s biological mother and grandmother, Sara and Debbie Davey, along with his father, Gary Nolan, were among those represented by legal counsel.
Preston’s troubled history included being born while his mother was in custody, leading to his placement with temporary adoptive parents before being permanently adopted by Varley and McGowan-Fazakerley. The court learned that concerns were raised about Preston’s well-being during hospital visits, but no further action was taken.
The hearing was adjourned until October, with the coroner acknowledging the approaching anniversary of Preston’s passing. The innocent toddler was just 13 months old when he was tragically murdered by his adoptive father, Jamie Varley, who received a whole-life order for the crime. Varley’s partner, John McGowan-Fazakerley, was sentenced to 25 years in prison for his involvement.
