The UK’s police watchdog has announced that the police officer involved in the shooting death of Chris Kaba will not be subjected to disciplinary action. The Independent Office for Police Conduct (IOPC) stated that no proceedings will be pursued against Martyn Blake, the Metropolitan Police firearms officer who fatally shot Mr. Kaba during an incident in Streatham, London in 2022. Despite being acquitted of murder in 2024, Sgt. Blake was originally expected to undergo disciplinary proceedings, which have now been halted due to recent governmental modifications concerning police use of force regulations.
Amanda Rowe, the IOPC’s director of engagement, confirmed the decision to cease the disciplinary process and informed Mr. Kaba’s family about this development. She expressed sympathy for the family and emphasized the importance of avoiding unnecessary delays in such cases, noting that the decision was made following careful consideration of all aspects involved.
With the disciplinary proceedings no longer underway, a coroner will now determine whether an inquest will be held into Mr. Kaba’s death. The incident occurred when Mr. Kaba, who was about to become a father, was stopped by police after his vehicle, linked to a previous shooting in Brixton, was followed. Sgt. Blake stated that he believed his colleague’s life was at risk due to Mr. Kaba’s actions, leading him to discharge his firearm. Mr. Kaba tragically succumbed to a fatal gunshot wound to the head.
Various officials and organizations, including the Metropolitan Police Federation and Commissioner Sir Mark Rowley, have expressed support for the decision to end the disciplinary process, acknowledging the impact on all parties involved. They highlighted the need for a balanced police accountability system and the challenges faced by officers in discharging their duties effectively.
Following the acquittal of Sgt. Blake, then-home secretary Yvette Cooper vowed to revise laws governing police use of force, resulting in a higher standard for determining misconduct proceedings, in alignment with criminal law principles.
