Andy Burnham has pledged a significant increase in council house construction, marking the largest drive since the post-war period as he revealed his vision for governance. Speaking in his first address following Keir Starmer’s announcement to step down, Burnham highlighted the country’s housing crisis, noting a substantial decrease of nearly 1.5 million council homes since the 1980s due to Margaret Thatcher’s Right to Buy policy.

He emphasized the detrimental impact of the housing shortage on public finances, criticizing the freeze on local housing allowances for pushing families into homelessness and burdening councils with increased temporary accommodation costs. Burnham proposed the construction of new homes on unused public land to emulate the housing boom after World War II, spearheaded by a new initiative based in Manchester.

This commitment coincides with Burnham outlining his plans for governance, as his uncontested leadership position positions him to assume the role of Prime Minister in less than three weeks. Central to his agenda is a comprehensive reform of the country’s governance structure, aiming to achieve a significant redistribution of power to enhance societal well-being and modernize essential services.

He introduced the concept of a new administrative unit, No10 North, as the central hub for transforming Britain, focusing on re-industrialization, utility reforms, and community revitalization. Burnham advocated for decentralizing authority to mayors and local leaders, stressing the need for a grassroots approach to foster economic growth and social progress.

Reflecting on his upbringing in the 1970s, Burnham highlighted the importance of stable housing and quality education in working-class aspirations, which have diminished over the years. He called for a shift in the education system to offer diverse pathways beyond university, emphasizing the need to support the next generation in achieving success.

Addressing youth unemployment and education challenges, Burnham pledged to devolve employment support to local authorities and integrate mental health services into work-related assistance. He also committed to business rate reforms to revitalize town centers and promote economic vibrancy.

While outlining a ten-year mission to elevate living standards, Burnham stressed the urgency of immediate relief for the public, particularly in response to rising costs. He emphasized the importance of providing hope and opportunities for all individuals, envisioning a future with reduced energy costs and widespread economic growth.

As speculation mounts regarding his potential Cabinet members, Burnham announced plans to unveil his team at the conclusion of the leadership race. If unopposed, he is set to assume the leadership of the Labour Party on July 17, with his entrance into Downing Street scheduled for July 20.
