The Education Secretary, Lucy Powell, has criticized the high student loan interest rates as “excessive” and in need of examination. Powell, who was a vocal critic of the system before assuming her role, now supports a review of the financial burden placed on students.

Under the current system, graduates who took out loans between September 2012 and July 2023 must repay 9% of their earnings over £29,385. However, government data predicts that only 55% of full-time undergraduates starting in 2025/26 will fully repay their loans.

Powell, speaking on BBC Radio 5 Live, highlighted the student fees as a significant cost-of-living issue. She emphasized the need to address not only the repayment threshold but also the interest rate, which she described as “excessive” at RPI plus 3%.

The former Chancellor, Rachel Reeves, faced criticism for freezing the threshold for three years in the previous year’s Budget. This freeze, now extended until 2030, goes against the initial promise of annual uprating in line with earnings when Plan 2 loans were introduced in 2010.

When asked about addressing these issues, Powell expressed her commitment to reviewing the system for fairness towards students. The National Union of Students has previously criticized the government for burdening students with significant debts.

Recent research has shown that half of graduates regret taking out student loans, with many feeling inadequately informed about the financial implications of their decisions. Only 54% of students believe their university experience adequately prepared them for making significant financial choices.
