“Hillsborough Law Progress: Accountability Bill Revived”

A significant milestone has been achieved concerning the long-awaited Hillsborough Law following intense efforts to prepare the legislation before Keir Starmer’s departure.

The Public Office (Accountability) Bill, awaited for a long time, will be reintroduced to Members of Parliament this week, as confirmed by the Mirror. This development comes after extensive negotiations to address a dispute regarding the application of a duty of candour to intelligence services.

This progress has been lauded as a major triumph in preventing future cover-ups similar to the one that transpired after the tragic deaths of 97 Liverpool fans in 1989.

Proposed amendments to be presented this week would allow individuals currently or previously employed by intelligence agencies to receive ‘compliance directions.’ Insiders believe this measure will address concerns about national security by obligating staff to aid public inquiries and investigations.

According to insights from the Mirror, new amendments will establish a secure process for this to occur within a national security framework. Under the proposed changes, individual employees will relay information to their organization’s head.

Subsequently, the chief will be responsible for transmitting the information to the inquiry or investigation, subject to all existing legal and practical safeguards for protecting sensitive data.

Labour had pledged to introduce a Hillsborough Law in its 2024 election manifesto. However, despite commitments to push it through, the legislation has been entangled in legal disputes since September last year.

A government source expressed, “This is an emphatic victory following months of dedicated efforts to find a resolution that ensures the enforcement of a duty of candour on intelligence services without jeopardizing national security.”

“The Hillsborough Law will fundamentally alter the power dynamic, ensuring that the state can never shield itself from the people it serves, and that victims can always seek justice.”

Earlier, the Hillsborough Law campaign informed The Liverpool Echo: “The Government has now agreed that there will be no exclusions or exceptions for security services or any other entities, breaking the deadlock that persisted since January.

“This marks a crucial moment, not only for Hillsborough families but for every family that has encountered a cover-up and lack of accountability from public authorities. We are now significantly closer to guaranteeing that no family will have to endure decades of fighting for the truth again.”
