To address this issue, the BBC is proposing an expansion of the license fee to include streaming services beyond live television and iPlayer, aiming to reduce costs.
The BBC has experienced a significant decrease in income over the past decade, leading to a cost-cutting program and potential job cuts. The Culture Secretary, Lisa Nandy, has raised reservations about transitioning to a subscription-based funding model, emphasizing the BBC’s role in uniting the nation.
While there are concerns about the impact of introducing advertising as a funding source for the BBC on commercial broadcasters, early discussions with the Department for Culture, Media, and Sport have shown some promise. The government is reportedly open to considering extending the license fee to households using streaming services.
The current licensing framework is deemed outdated, as it primarily focuses on live TV content consumption. Only viewers watching live broadcasts are legally required to pay the license fee, a rule that the BBC believes is not widely understood. The Department for Digital, Culture, Media, and Sport refrained from commenting directly on the proposals, stating that they are currently reviewing responses to the BBC Charter Review consultation. A white paper outlining their conclusions is expected to be published later this year.
