An inquest revealed that the rescue operation for a woman trapped headfirst in seaside rocks did not adhere to recommended procedures. Saffron Cole-Nottage, 32, tragically lost her life in Lowestoft, Suffolk, on February 2 last year while out walking her dog on The Esplanade.

Emergency services were alerted via a 999 call at 7:52 pm, with a paramedic arriving at 8:10 pm. By 8:13 pm, the ambulance service notified the police that the mission had transitioned into a body recovery effort, with drowning confirmed as the cause of death.

During the inquest in Ipswich, Professor Richard Lyon, an emergency medicine consultant, emphasized the importance of initiating a 30-minute countdown upon the arrival of the first responder upon confirming submersion. He criticized the handling of the situation, stating that the specified guidelines were not followed.

Professor Lyon stressed the necessity of precise timing in such operations to optimize the chances of a successful rescue. He cautioned against relying on bystander information for accuracy and highlighted factors affecting a submerged person’s survival duration, such as age and environmental conditions.

Notably, Ms. Cole-Nottage had a blood alcohol level of 271 milligrammes, significantly above the legal driving limit in England. Professor Lyon pointed out that alcohol could have impaired her reflexes and movement abilities, affecting her chances of self-rescue.

He indicated that for Ms. Cole-Nottage to have had a probable chance of survival, rescue efforts should have commenced within five minutes of submersion, including the initiation of CPR if necessary. Beyond a 15-minute mark, brain injury could have occurred, and survival would have been unlikely after 25 minutes.

The expert opinions provided by Professor Lyon shed light on the critical time-sensitive nature of rescue operations in such circumstances. The inquest proceedings are ongoing.
