An individual who had a warrant out for their arrest 18 months prior to the tragic incident was responsible for the sexual assault and murder of a two-year-old girl in Thornaby, Teesside.
The young victim, Isabelle Welsh, endured weeks of abuse, resulting in 21 broken bones, before collapsing at her residence in September. Alexandra Walker and her partner, Harrison Simpson, were found guilty of murder and child cruelty following a trial at Teesside Crown Court.
Simpson faced additional charges for sexually assaulting Isabelle, while Walker was acquitted of the same accusation. Cleveland Police disclosed that they failed to act on a warrant issued by Teesside Magistrates’ Court in March 2024 for Simpson’s arrest due to his non-appearance in court related to breaching a non-molestation order.
The non-molestation order was established after reports surfaced of Simpson harassing and threatening a woman. Despite multiple attempts to locate and apprehend him, law enforcement was unsuccessful. The police department acknowledged the inadequacy of the time Simpson spent with an outstanding arrest warrant and initiated a review upon his arrest for the murder.
Enhancements in procedures concerning suspect management have since been implemented, including improved monitoring of outstanding warrants and a governance group overseen by a superintendent. The severity of Isabelle’s murder was characterized by the presiding judge as the culmination of a prolonged period of violence that the defendants attempted to conceal.
Simpson and Walker received life sentences, with Simpson serving a minimum of 28 years and six months, and Walker sentenced to a minimum of 22 years, both adjusted for time spent in custody. The court heard that the crime was marked by deliberate and extreme violence. The judge expressed deep sorrow over the tragic death of a young child at the hands of those entrusted with her care and protection.
Isabelle suffered a fatal head injury within 24 hours of her death, and the judge confirmed she was sexually assaulted around the time of the fatal blow.
