Police are warning about the risks associated with ‘off-road’ e-bikes following a tragic incident where a teenager has been sentenced for causing the death of an elderly woman. Billy Stokoe, 19, concealed his identity with a balaclava while riding a high-performance Sur-Ron Light Bee X e-bike, colliding with Gloria Stephenson, 86.

Authorities are urging the public to report any instances of e-bikes being operated recklessly on public roads, emphasizing that these vehicles are only permitted on private property. When modified, these off-road bikes can accelerate from 0 to 60 mph in just 6.8 seconds.

Superintendent Billy Mulligan, who oversaw the investigation into the fatal accident, emphasized the importance of reporting sightings of such bikes, noting that many riders lack proper licensing and insurance. He highlighted the misconception that wearing a bike helmet alone ensures compliance with the law.

Mulligan stressed the necessity of passing a test and obtaining insurance before operating such vehicles legally. He pointed out that the issue extends beyond the local region, emphasizing the national significance of ensuring compliance with regulations.

Additionally, law enforcement commended the individuals who provided aid to the victim at the scene and called for public cooperation in identifying offenders. Stokoe, who was found to be under the influence of a controlled substance, was captured on CCTV and doorbell cameras riding recklessly in broad daylight without any protective gear.

Mulligan highlighted the immense danger posed by irresponsible e-bike riders, emphasizing the need for public assistance in addressing this issue. Law enforcement agencies have specialized units and technologies, such as drones and DNA selector spray, to track and apprehend offenders. The force will confiscate Stokoe’s bike as part of their enforcement efforts.
