Keir Starmer believes there may be a shift occurring in addressing the issue of shoplifting in the UK. The Prime Minister expressed anger at the threats and violence faced by retail workers. During a speech at the USDAW trade union conference, he condemned the fact that shop employees are subjected to abusive behavior, promising enhanced safeguards.

In a poignant moment, the PM shared a story of a woman who endured despicable racist taunts while working in a shop. He emphasized the distressing reality that individuals should not have to endure abuse while simply doing their jobs. Highlighting the impact of persistent shop theft on people’s lives, he stressed the need for stronger protections.

Addressing conference attendees, the PM assured them of a commitment to comprehensive actions rather than half-hearted measures. Recent data from the Office for National Statistics revealed a slight decrease in shoplifting incidents in 2025 following a previous surge to record highs. Despite this decline, over 510,000 cases were still reported within a year.

According to Home Office statistics, the overall charge rate for shoplifting suspects rose by 17%, attributed to heightened patrols in town centers. The PM referenced upcoming legislation aimed at categorizing abuse and assaults against retail workers as specific criminal offenses. He acknowledged the magnitude of the challenge while noting the positive trend indicated by the increased number of people facing charges.

Furthermore, the PM highlighted the success of certain police forces in doubling the number of shoplifting suspects charged through improved technology utilization. He recounted a harrowing experience shared by a supermarket worker named Finnola, who faced racial abuse at her place of work. Expressing empathy, the PM reassured her that her voice was heard and her ordeal acknowledged.
