London Teenager Provides Cybersecurity Manual for Terrorists

A teenager residing in London showed support for extremist ideologies online before creating a cybersecurity manual for a terrorist organization.

Yusuf Shah, a resident of Ilford, East London, began discussing religious topics on social media at the age of 13 in 2021. By the end of the following year, he started endorsing actions by terrorist groups like Al Qaida and Tehrik-e-Taliban.

As an 18-year-old, Shah offered his technical expertise to these groups, providing guidance on cybersecurity and ways to avoid detection when using cryptocurrency for transactions.

In January 2024, at the age of 16, Shah was detained at London Heathrow Airport under the Terrorism Act’s schedule 7. Authorities confiscated his mobile phone, computer, and USB storage devices. Analysis of these devices occurred after a search of his residence in April the same year.

Data retrieved from Shah’s phone revealed his access to an online magazine affiliated with Al Qaida, established by Osama bin Laden in 1988. The magazine contained practical details on executing various acts of terrorism.

Additionally, Shah had downloaded documents instructing on crafting explosives and explosive devices, as well as guidelines on handling various weapon types.

Commander Helen Flanagan, head of Counter Terrorism Policing (CTP) London, remarked on Shah’s early exposure to extremist content and the alarming trend of youth radicalization online.

Shah participated in chat groups supporting terrorist factions on the messaging app Telegram, offering his violent ideology and technical computer skills to aid these groups globally.

He advised group members to utilize a specific untraceable cryptocurrency for a donation to Al Qaida, resulting in a $1,376.51 (£1,028.60) donation to a QR code as per his recommendations.

Following a five-week trial at Kingston Crown Court, Shah was found guilty of the charges and remanded in custody pending sentencing on September 16.
