Thousands more students will benefit from discounted train fares as the eligibility for railcards is expanded. Government ministers have announced that the 16-17 Saver Railcards will now be valid for a full year from the date of purchase, rather than expiring when the holder turns 18.
Starting on August 17, young individuals will be able to utilize the railcard until the day before their 19th birthday. This means they can apply for a new annual railcard up to the day before their 18th birthday and enjoy its benefits for a complete 12 months.
The 16-17 Saver Railcards, available to students in education or training, are priced at £35 per year and offer a 50% discount on rail tickets to assist students in their daily commute to school, college, or work. Additionally, a separate 16-25 Railcard provides a third off rail prices.
Previously, due to existing rules, over 70,000 students were missing out on the maximum discount available, resulting in an average loss of £175 compared to their peers, as reported by the Department for Transport.
Transport expenses pose a significant challenge for young individuals entering the workforce. By widening access to discounted rail fares and introducing a £2 bus fare cap by Andy Burnham next year, it is anticipated that more young people will be able to access various opportunities.
Rail Minister Lord Peter Hendy expressed his support for the change, emphasizing the importance of making travel more affordable for young people. The move aligns with the vision for Great British Railways, focusing on simplifying fares, prioritizing passenger needs, and enhancing the overall rail experience.
These adjustments accompany a series of fare and ticketing reforms leading up to the introduction of Great British Railways. Contactless payment options like Pay-As-You-Go and trials of innovative digital ticketing are being expanded beyond London to Manchester, Yorkshire, and the East and West Midlands.
Plans are also in progress to develop a GBR website and app, serving as a centralized platform for passengers to purchase tickets, check train schedules, and claim Delay Repay.
The updated rules bring the 16-17 Saver Railcard in line with other youth railcards. Similar to the 26-30 Railcard, passengers can purchase the 16-17 Saver Railcard the day before their 18th birthday and enjoy its benefits for a full year.

Kaynat Ahmad, National Union of Students’ Vice President Further Education, emphasized the significance of the 16-17 Saver in easing financial burdens for young people reliant on trains for commuting to various commitments.
The extension of the 16-17 Saver Railcard and the introduction of the £2 capped Bus Fares demonstrate the government’s commitment to addressing the challenges faced by young individuals in accessing education, employment, and training opportunities.
