Criticism has been directed at a Conservative-run council for considering a potential ban on patrons ordering drinks directly at the bar.
Westminster Council has proposed a licensing policy change that aims to eliminate “vertical drinking,” prohibiting individuals from standing in pubs or bars, and promoting table-service-only in Soho and the West End.
This initiative, intended to discourage excessive drinking, has faced backlash from pub owners, customers, the Prime Minister, and London Mayor Sadiq Khan, who criticized the council for its restrictive approach to managing the renowned nightlife district.

Mayor of London Sadiq Khan opposes the council’s proposals and highlighted new powers granted by the English Devolution and Community Empowerment Act 2026, allowing him to intervene in licensing decisions that could harm the city’s nightlife.
The legislation, enacted earlier this year, mandates borough licensing authorities to consult the Mayor when amending their licensing regulations and permits regional mayors to take over licensing applications post-local authority decision.
