PC Harper’s Killers Eligible for Early Release, Sparking Outrage

The mother of PC Andrew Harper expressed disappointment over the early release eligibility of her son’s killers, citing the impact of prison overcrowding on her family. Debbie Adlam voiced concern that the manslaughter charges against the perpetrators were not exempted from the new sentencing changes proposed by Andy Burnham. Burnham, who previously halted the plans upon assuming office, acknowledged the need to prevent further releases but attributed the crisis to neglect of the prison system by the previous government.

Justice Secretary Alex Norris and Burnham both expressed frustration at the necessity of early releases to maintain a functional prison system, warning of the dire consequences if space runs out. Victims, including Adlam and PC Harper’s widow Lissie Harper, criticized the decision, labeling it a betrayal of justice and disrespect towards the victims and their families.

PC Harper lost his life in 2019 while responding to a theft incident, leading to the conviction of his killers. The driver received a 16-year sentence while the passengers were sentenced to 13 years, making them eligible for release after serving half of their terms. Adlam confirmed receiving clarification from Norris regarding the situation but stressed the need for alternative solutions to the crisis.

The adjustments to the early release scheme, reducing the number of prisoners to be released, were announced to address concerns raised by victims. Burnham assured tighter community supervision for offenders and emphasized the challenge of balancing public safety with prison capacity constraints. Thames Valley Police Chief Constable Jason Hogg expressed disappointment over the continued early release of PC Harper’s killers, highlighting the impact on law enforcement morale and public safety.
