“Prime Minister Halts Early Prisoner Release Program”

Andy Burnham made an announcement to halt the early prisoner release program in a significant move. The initiative was established to address the issue of overcrowded prisons, a problem inherited from the previous government, but it faced criticism from PC Andrew Harper’s widow recently.

In a statement, the new Prime Minister emphasized the paramount importance of public safety. He declared that the planned changes set to commence in September would be put on hold while an urgent review is conducted to minimize risks to the public. Any necessary adjustments will be made promptly to ensure public safety remains a top priority.

Following public outcry over the potential release of PC Harper’s killers, the Prime Minister confirmed that a review of the policy would be conducted. Lissie Harper, the widow of the heroic police officer, expressed her dismay at the possibility of Jessie Cole and Albert Bowers being released soon. The two individuals were involved in the incident where PC Harper was dragged to his death while responding to a burglary.

Henry Long, the driver in the case, did not meet the criteria for early release under the government’s guidelines. Lissie Harper criticized the notion of early prisoner release, stating that it contradicts principles of justice, accountability, and support for victims.

The early release scheme was initiated due to the severe shortage of prison spaces when the Labour party assumed power in 2024. Amid riots that summer, concerns arose that prisons would reach maximum capacity.

Legislative changes in the Sentencing Act now allow for the release of prisoners serving determinate sentences after a third of their term, while those convicted of violent or sexual offenses may be released halfway through their sentence. The government has assured that released individuals will be subject to strict monitoring, including curfews and electronic tagging.

Labour defended the necessity of the program, citing the critical lack of prison space when they took office. Justice Minister Jake Richards previously highlighted the importance of the Sentencing Act 2026 in ensuring the judicial system functions effectively and offenders are held accountable.
