Outcry Over “Lenient” Sentences for Teen Rape Offenders

Following public outcry, the government is reevaluating the “lenient” sentences handed to three teenage boys who were convicted of raping two girls. The boys, two aged 15 and one aged 14, received youth rehabilitation orders (YRO) instead of prison time, with the older pair also placed under intensive supervision and surveillance (ISS). The incidents occurred in Fordingbridge, Hampshire, with the assaults taking place on November 26, 2024, and January 17, 2025.

Criticism of the sentences has been widespread, with former Home Office minister Jess Phillips expressing concern about the message being sent. Phillips, who recently resigned from her position as minister for safeguarding and violence against women and girls, highlighted the impact of the lenient sentences on the victims and their quest for justice.

Hampshire Police and Crime Commissioner Donna Jones offered support to the victims’ families should they choose to challenge the perceived leniency of the sentences. Jones condemned the boys’ actions, emphasizing the need for a stronger focus on rehabilitation and prevention of such crimes through education on sexual violence and misogynistic attitudes.

The government has confirmed that multiple requests have been made for a review of the sentences under the Unduly Lenient Scheme. The attorney general’s office is considering whether to pursue a court review of the sentences, acknowledging the gravity of the case and expressing solidarity with the victims during this difficult time.

During the sentencing, one 15-year-old received a three-year rehabilitation order and ISS for each rape charge and indecent image offenses. Another 15-year-old was handed a similar sentence for multiple rape charges and indecent image counts. The youngest defendant, aged 14, was given an 18-month YRO for his involvement in the January incident. The judge emphasized the need to balance accountability with the understanding of the defendants’ ages and circumstances.

In closing, the judge commended the bravery of the victims for their testimony and described the impact of the assaults on their lives. The boys were also placed under a curfew and restraining order to prevent contact with the victims. The court heard details of the assaults, including the filming of the incidents and subsequent sharing of videos, underscoring the traumatic experiences endured by the victims.
