A specialized police unit established two years ago has made significant progress in cracking down on organized crime gangs profiting from retail theft. Operation Opal has successfully apprehended hundreds of shoplifters, leading to the recovery of valuable stolen items and the arrest of 257 offenders.
Since its inception, Operation Opal has played a crucial role in identifying and prosecuting 605 individuals involved in theft crimes. Notably, the convicted individuals have collectively received jail sentences totaling 118 years, with 22 criminals being deported. The initiative was launched in response to criticism faced by law enforcement and retailers for their inadequate action against shoplifting incidents.
The British Retail Consortium had previously raised concerns about criminal groups targeting stores, with a reported 5.5 million shoplifting instances detected last year, causing an estimated £400 million in losses for the industry. Operation Opal operates by gathering and analyzing surveillance footage, crime records, and various evidence from all police forces in England and Wales.
Among the apprehended repeat offenders were Nicolae Boia and Andrei-Theodor Cretu, who were part of sophisticated theft rings responsible for numerous crimes across the UK. Boia received a 2-year and 11-month prison sentence, while Cretu and his accomplice, Elena Gugulan, faced legal consequences for their involvement in stealing goods worth over £78,000.
Funded collaboratively by the Home Office, retailers, and law enforcement agencies, Operation Opal has been instrumental in coordinating intelligence nationwide. Since its launch in May 2024, the unit has supported 203 referrals from retailers and police forces, leading to 84 operations targeting organized crime groups active in the retail sector.
Stephanie Coombes, the Head of Intelligence for Opal, highlighted the unit’s success in reducing offending rates by 73% within a year, underscoring its effectiveness in disrupting high-harm networks. The Home Office has allocated significant funding to combat retail crime, including a £5 million investment to support Opal’s efforts until March 2028.
Chief Constable Amanda Blakeman commended Operation Opal for its pivotal role in aiding police forces and collaborating with retailers to combat cross-country offenders causing substantial harm. The initiative is part of the broader Pegasus Partnership, aimed at enhancing inter-agency cooperation and information sharing to combat crime effectively.
PCC Katy Bourne, the Sussex Police and Crime Commissioner, praised the Opal team for its accomplishments in curbing organized retail crime, emphasizing the positive impact of collaborative efforts between law enforcement and the retail sector. Recent arrests of Romanian shoplifters, including Boia, further underscored the success of Operation Opal in dismantling criminal networks involved in high-value theft activities.
The arrests of Boia and Firan were featured in a Channel 5 documentary series, highlighting the effective crackdown on shoplifting gangs by law enforcement agencies. Operation Opal’s success is a testament to the impactful outcomes achievable through strategic partnerships and proactive enforcement measures in combating organized retail crime.
