Allen Siyou Wu expressed surprise at the repeated incidents of vandalism and theft at his student housing project in Windsor. The project, located near the University of Windsor campus, has been targeted by criminals who have stolen copper wire and caused damage multiple times this summer. Wu, along with his business partners, has invested approximately $1.6 million in the construction of two three-level homes with eight bedrooms each.

The thefts, which have resulted in significant repair costs, have been reported to the authorities. Despite Wu’s efforts to seek support from the city, including emailing the mayor’s office, the response suggested hiring private security to address the issue. The incidents have raised concerns about the lack of protection for construction sites in the area.

Norbert Bolger, chair of the Windsor-Essex Home Builders’ Association, acknowledged that such crimes are unfortunately common in the industry. He emphasized the importance of security measures, such as surveillance cameras and guard patrols, to mitigate the risk. Bolger advised Wu to expedite the project completion and viewed the challenges as part of the learning process in the construction business.

Copper theft is a broader issue affecting various regions and industries, including essential infrastructure. Recent warnings from law enforcement and utility companies highlight the significant financial impact of these crimes. Municipalities are taking steps to address the problem, with some considering stricter regulations on scrap metal transactions to deter theft.

Windsor city council is exploring measures to enhance regulations, potentially including restrictions on cash transactions involving scrap copper. These efforts aim to curb the escalating incidents of copper theft and protect businesses and properties from further losses.
