CMA Investigates Parking Fines at Petrol Stations

Watchdogs are currently looking into allegations that certain drivers have received parking fines while waiting in line for fuel at petrol stations. The Competition and Markets Authority (CMA) has initiated an investigation into Euro Car Parks to assess whether its actions at petrol stations and handling of appeals may violate consumer protection laws.

The CMA stated that the investigation will focus on the fairness of imposing parking fines on drivers queuing for or using petrol pumps and other services like car washes. This move comes after reports surfaced of drivers facing hefty charges for overstaying their welcome at petrol stations, with penalties as high as £100 issued after just 20 minutes.

Major forecourt providers, BP and Shell, recently struck deals with private parking companies to install CCTV cameras at fuel station entrances and exits. The CMA is also scrutinizing Euro Car Parks’ appeals processes at petrol stations and car parks.

In a separate development, the CMA fined Euro Car Parks £473,000 earlier this year for failing to comply with a notice requiring information provision. Euro Car Parks has appealed this decision, which is unrelated to alleged breaches of consumer protection laws.

The CMA disclosed that around 14.4 million parking tickets were issued in 2024/25 by various operators at locations such as gyms, supermarkets, restaurants, and retail parks, more than double the number issued six years ago. The CMA is contacting private parking operators to address concerns regarding the appeal process and potential unfair additional charges related to unpaid parking fees.

The CMA is urging the parking industry to align its practices with consumer laws, suggesting improvements in appeals processes and communications with motorists. Recommendations for a new Code of Practice are being made to the government, focusing on ensuring drivers are aware of their rights, enhancing fairness in appeals processes, and reviewing consideration periods.

Emma Cochrane, the CMA’s executive director of consumer protection, emphasized the importance of fair treatment of motorists and the need for transparent appeals processes across the industry. Lisa Webb, a Consumer Law Expert at Which?, commended the CMA’s investigation into Euro Car Parks and called for stricter regulations to protect consumers from unfair charges and practices in the private parking sector.
