“Trump’s Venezuela Oil Deal Raises Skepticism”

The White House has provided limited details regarding what President Donald Trump refers to as the “BIGGEST OIL DEAL IN WORLD HISTORY” in Venezuela, apart from a social media post. Trump’s announcement of the deal aims to grant the United States a share in Venezuela’s extensive oil reserves, aligning with his objective of tapping into the country’s energy resources following the capture of former President Nicolás Maduro earlier this year.

Acting President Delcy Rodríguez characterized the agreement as a pivotal step towards economic recovery and the modernization of Venezuela’s oil sector. However, critical information such as the timeline for drilling the reserves and the financial responsibilities involved remains undisclosed, with no formal agreement text released.

The deal entails the establishment of a new private company by the U.S. government and an undisclosed Venezuelan operator, granting rights to develop 17 oil fields with an estimated potential of 65 billion barrels. The agreement is projected to attract $100 billion US in investments to Venezuela’s oil industry and generate over $209 billion US in tax revenues for Caracas.

Key figures involved in negotiating the deal include U.S. Secretary of State Marco Rubio, Defence Secretary Pete Hegseth, and Rodríguez. The United States is set to acquire a 55% effective output of the new private entity, entailing ownership shares and procurement rights at cost. This move positions the company as the second-largest holder of proven reserves globally, following Saudi Aramco.

While President Trump anticipates a positive impact on gas prices for Americans, experts caution that Venezuela’s dilapidated oil infrastructure necessitates extensive investments and time for recovery. Analysts emphasize that any significant increase in Venezuelan oil production is unlikely to materialize swiftly, despite the potential long-term benefits of the agreement.

The agreement’s implications for Canada’s oil industry remain uncertain, as a revival in Venezuelan oil production could impact the market for Canadian heavy crude. The two countries historically supplied similar oil products to the U.S., with Canadian oil bridging gaps left by declining Venezuelan exports. A resurgence in Venezuelan oil output could introduce competition in the North American heavy crude market, potentially affecting Canadian producers.

Key questions linger regarding the identity of the private operator, funding for necessary investments, and the breakdown of America’s stake in the company. Securing major U.S. oil companies’ participation in the venture presents a challenge due to political uncertainties and infrastructure issues in Venezuela. Chevron, the lone active U.S. oil producer in Venezuela, refrained from commenting on the deal, while Exxon Mobil also withheld statements.

David Oxley, Chief Climate and Commodities Economist at Capital Economics, highlighted the deal’s potential to bolster U.S. oil reserves and decrease reliance on Canadian and Mexican crude. However, logistical hurdles and the accuracy of Venezuela’s reserve estimates under former President Hugo Chávez raise concerns about the deal’s feasibility for U.S. oil companies. Despite legal assurances, commercial viability elsewhere may deter significant investments in the Venezuelan oil sector.
