A significant energy announcement involving Newfoundland and Labrador and Quebec is set to take place on Monday afternoon in St. John’s. While specific details have not been officially disclosed by either province, reliable sources have indicated that a potential agreement related to Churchill Falls electricity is on the horizon, if not already finalized.
Premier Tony Wakeham, Prime Minister Mark Carney, Quebec Premier Christine Fréchette, Quebec’s Energy Minister Bernard Drainville, and Hydro-Québec’s president and CEO Claudine Bouchard are expected to participate in the announcement. Radio-Canada has verified that Fréchette will be signing some form of agreement.
Hydro-Québec will conduct a private briefing at 11 a.m. with journalists, led by Dave Rhéaume, the company’s executive vice-president of energy and regulatory strategy and industrial activities. Additionally, Natural Resources Canada will hold its own technical briefing in Ottawa on Monday morning.
The announcement, scheduled for 1:45 p.m. NT in St. John’s, is described by Wakeham’s office as focusing on “an announcement regarding energy security and economic development.” However, specific details beyond this are currently limited.
Insiders familiar with the situation, who are not authorized to speak publicly, have revealed that a potential new agreement on Churchill River power could secure transmission access of 985 megawatts through Quebec, allowing Newfoundland and Labrador to sell up to that capacity to other markets.
Moreover, according to sources initially reported by Radio-Canada, both provinces are expected to receive significantly more electricity compared to the previous memorandum of understanding, with Quebec potentially obtaining nearly 40% more and Newfoundland and Labrador between 25% and 60% more. This increase is anticipated to stem from a more powerful hydroelectric facility at Gull Island and an expansion in the generating capacity at the existing Churchill Falls plant.
