“Nurseries under fire for billing parents for ‘free hours'”

Nurseries are facing increased scrutiny following complaints from parents about being billed for “free hours.”

The government has broadened the eligibility for children to receive up to 30 hours of complimentary childcare per week. However, parents have raised concerns over being required to make payments for supposedly free hours.

According to the latest guidelines, childcare providers can impose additional charges for services like meals, snacks, nappies, and optional activities. Nevertheless, these fees cannot be obligatory or a prerequisite for accessing funded placements. Local councils have the authority to take action against childcare facilities that violate these regulations.

A report by The Sun indicates that the government will announce further measures next week, including a review of billing practices within the childcare sector. Despite an earlier update to the guidelines prohibiting non-refundable deposits or registration fees, complaints persist, prompting continued efforts to address the issue.

Education Secretary Bridget Phillipson emphasized the importance of ensuring transparency and fairness for families accessing funded childcare, highlighting the financial relief it provides. Phillipson expressed commitment to combat hidden charges and restrictions that hinder parents from benefiting fully from the childcare support.

Since September 2025, families with children aged nine months to four years are eligible for 30 hours of complimentary childcare weekly. Eligibility for free childcare for children aged nine months to two years requires parents to meet specific income criteria.

All parents of three and four-year-olds are entitled to 15 hours of free childcare each week, with working parents meeting earning criteria eligible for the full 30 hours. The Department for Education estimates significant annual savings for working parents through this program.
